Plentiful public minibuses shuttle between Xiaguan and the villages along Er Hai's western shore. These can be flagged down on the highway immediately west of Dali, and are a cheaper and more flexible way to get around than the tours offered by agents - though the latter are convenient and reasonable value. Alternatively, you could rent a bike.
